The United Kingdom and the United States have reached a major bilateral deal that will guarantee zero duties on British drug products entering the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to boost funding on medicines through the public health system. This commitment secures that duties on these vital products will be held at zero for a duration of three years.

This agreement follows earlier warnings to significantly raise import taxes on patented pharmaceutical products, with increases discussed up to one hundred percent.

"This agreement with the UK strengthens the international landscape for innovative medicines and introduces long-overdue balance to transatlantic pharmaceutical trade," an announcement declared.

Commercial Significance

Drugs are one of the Britain's biggest export categories to the US, which is by far the primary buyer for leading British pharmaceutical firms.

Trade data show that in the one-year period prior to last September, the UK sold medicines worth £11.1bn to the US. This value accounted for 17.4% of total UK exports in that timeframe.

"This deal secures jobs, stimulates capital expenditure and facilitates the UK to establish itself as a global hub for biotech and pharma," a minister stated.

Key British Pledges

The agreement entails several notable commitments from the British government:

  • Price Threshold Increase: The UK will lift the cost ceiling at which it deems new medicines to be too expensive by 25%.
  • Boosted Medicine Funding: There is a target to double total NHS spending on drugs from 0.3% of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The sum pharmaceutical firms must refund to the NHS to stay within budget will be capped at fifteen percent. Last year, repayments exceeded twenty percent.

Industry Background

This agreement comes amid a long-running row between the drug companies and the ministers over medicine costs and approval rates.

The disagreement were heightened by arguments that American consumers were paying significantly more for the equivalent treatments than consumers in the other developed nations.

Over the last 18 months, several large drug company projects in the UK have been halted or cancelled, while substantial funding commitments have been directed toward US facilities.

The Science Minister publicly accepted that the NHS had to invest a greater share on drugs, noting that its spending on drugs had decreased as a proportion of its total funding over the past decade.
