Red Cross Accompanies Militant Group in Search for Bodies of Captives in Gaza

A Red Cross official stated that its personnel joined Hamas officials into areas of the Gaza Strip still under IDF control to facilitate the hunt for the bodies of individuals held captive.

Truce Agreements and Hostage Bodies Handover

As part of the truce negotiated by the United States, which took effect on 10 October, the group is obligated to hand over the bodies of all captives promptly. As a reciprocal measure, the Israeli government has consented to transfer the remains of 15 Palestinians for each Israeli.

The organization has so far returned the remains of 15 of those held captive but none in the last five days, as some of those bodies are believed to be in areas past the ceasefire boundary marking the temporary truce line.

ICRC Role as Neutral Intermediary

“Upon the appeal of the parties, the Red Cross accompanied a party to the conflict as the party searched for the remains of the deceased beyond the military-established ‘yellow line’,” stated a representative for the organization.

She continued: “The parties to the conflict determined the modalities of the operation and entrusted the ICRC to act as a neutral intermediary. The ICRC was not involved in the discussions.”

She further clarified: “The ICRC was not involved in the search for the deceased nor does it take part in the retrieval of human remains.”

International Humanitarian Law and Duties

According to international humanitarian law, it is the duty of the parties involved in a conflict to locate, gather, and retrieve human remains.

American Demand and Local Search Efforts

On Saturday, the US president issued a 48-hour ultimatum to the organization. “Hamas is going to have to start handing over the bodies of the deceased hostages, which include two Americans, promptly, or the additional nations involved in this great peace will take action,” he posted on his social‑media platform.

As the 48-hour deadline neared, Hamas, joined by the ICRC, teamed up with Egyptian teams, who were granted permission by Israel to look for remains beyond the line marking the Israeli military’s pullback inside Gaza. An official representative said the delegation would use excavator machines and vehicles in the operation.

Official Verification and Press Coverage

The news was corroborated by an unnamed Israeli official, who told local press that members of the group had been allowed to access sections of the region under military authority to search for the remains of hostages, together with Egyptian and Red Cross personnel.

“To achieve this goal, representatives were permitted to cross the designated boundary,” the official was quoted as stating.

Footage published by a media outlet appeared to show members of a Hamas unit – part of the group’s military wing responsible for guarding hostages – accompanying a Red Cross vehicle in a specific location close to a southern city, which is beyond Israeli military control.

Challenges in Locating Captive Bodies

The search for the bodies of individuals taken captive has become one of the most delicate matters in the ceasefire agreed between the two sides. Yet, the effort to find the bodies has been difficult from the beginning, given the presence of an approximate enormous amount of debris across the strip, where, as per local health authorities, at least 10,000 Palestinians are recorded as missing, trapped under the rubble.

Diverging Statements on Body Location

The group has claimed it does not know the precise whereabouts of all the remains, saying it has lost contact with a number of its units that had been holding the captives and were allegedly eliminated during military strikes.

In contrast, an Israeli government spokesperson asserted that the organization was aware of the locations of the remains. “If Hamas made more of an effort, they would be able to retrieve the bodies of our captives,” the spokesperson said.

US Position and Disarmament Talks

Although the American leader has conceded that a portion of the remains are difficult to reach, he said that “others they can hand over immediately and, for unknown reasons, they are not.”

“It may have to do with the disarming of Hamas,” he noted.

Washington has said it has obtained guarantees from Hamas that the group will disarm, though no clear timeline has been established. They remains reluctant to surrender its arms without firm assurances about the future of its fighters.
